Update to UK Open General Export Licences.

The UK Export Control Joint Unit (ECJU) has issued a 'Notice to Exporters' relating to a number of open general export licences (OGELs) and open general trade control licences (OGTCLs) permitting exports to Saudi Arabia and its coalition partners carrying out military operations in Yemen.
