Update of EU Dual-Use List.

On 17 October 2019, the European Commission published updates to the EU dual-use export control list in Annex I to Regulation (EC) No 428/2009. A majority of the updates are in accordance with Wassenaar Arrangement amendments agreed in 2018, and aligns the EU dual-use list with dual-use lists of other international non-proliferation regimes.
